It's funny how much of Shaw's crimes just involve him being a terrible, dangerous, and reckless driver. You could also charge him Fleeing/Evading Arrest, especially since he isn't seen going back into Timberline after Sheriff Gordy places him underso for the remainder of the film, because of this he never gets his hunting license. You could also throw in Harassment for his interaction with the odd RV couple, but they didn't seem to mind him much... he also took one of their toasted marshmallows... so Petty Theft. The couple didn't give him consent to take and eat even a single scrap of food. Hilarious and great villian, one of my personal favorites when it comes to animated films, loved Open Season as a kid.

From what I could find in my home state in the U.S, Illegal hunting/ Poaching of certain animals when its not a specific Game season or you don't have the Right permits for certain animals, it can include fines, but also the penalty of having your License Taken away for 15 years, or for the rest of your life depending on the offense and/or how many offenses you commit.
It is inferred that Shaw has gotten into Trouble in the past as Gordie seems to know a lot about Shaw and how he likes to behave. Since the deer was still Alive and not dead when he was tied to the hood of his truck, Gordie could have him charged with animal cruelty, negligence, and Public endangerment (if the Deer started to hurt innocent bystanders as a result of it being panicked in its attempts to get away). Shaw would most likely be stripped of his license to Hunt legally. Therefore Each attempt to hunt a Wild animal after that in the movie would result in Shaw being Charged with Hunting Without A License.
Something that you should totally look into in regards to Shaw is something called Tree Law. Basically, you can get HEAVY fines for damaging trees on someone's property. And he knocked over a tree next to the sheriff's station after damaging all of those cars, so there's GOTTA be something there.
Gotta disagree with the dangerous driving at around 2:20 mark, whilst yes surprising it looks more so like he lost control rather then a deliberate act, so he could probably argue it down in court.
As for treason for pal, as technically pal would be a United States citizen I don’t think they could be charged with treason in other nations, but probably as a terrorist group, and perhaps something along those lines

While he probably didn't know that Elliot was still alive, the fact that he was able to escape so easily means he wasn't properly secured. So Shaw should get a charge for having a 120-300 pound animal insecurely attached to his car while driving on a public road, and another charge for whatever property damage Elliots escape caused, as Shaw was the reason he was in town in the first place. Also a reckless firearm use charge for the headlight scene. He was gesticulating with a fully loaded rifle while standing in a public place, he violated every rule of gun safety right there, even if he never fired.
