Using a small amount of power to conquer each universe on a personal level (avatar) is probably something I would've done. If you have that much power, you gotta do something with it. Slowly conquering the multiverse using an avatar would definitely be on my bucket list of side Hobbies. Kinda like relaxing after work and playing Minecraft or something.
Also it's good for intimidation factor like imagine the Heroes beating you only for you to laugh at their faces and say : "Oh? You did all of that only to equalize an avatar with 1% of my powers? How pathetic."
You got it all wrong, kid. What he should do is consolidate power within one super universe that is used as a home base. Apokolips can be more than a death world but rather an entire universe. No one and nothing exits or enters without approval. POW's, tech, etc are brought into facilities optimized for torture, grape, mind control, etc. In this way, stories of universes drained of all life would spread as all intelligent life is either dominated or killed systematically though overwhelming force. You know nothing of strength.

The Darksied at that time was a new God but wasn't to the level that it would make everything obsulete against him and his strength. Then some new writers came to join the frey and Darksied's tattoo form(outside verse) was created. I hate that design. (Kirby 'was said' to play a part in the new designing and such due to the retcons and the like and quite a lot of different things, just google it if you are that interested) Also he was defeated by Superman through whistling 😗😙.
