Corporates and tech parks need to mandatorily have changing rooms, wash rooms for cyclists, it is just not the white colors who cycle to work, even blue color staff cycles to work.
Could we ask corporates to contribute a significant chunk of CSR - pool funds and significantly expand the infra network for cycling in the city? Like you said / first we must build the infrastructure and the demand for cycling will follow. Is this realistic?
I don't think CSR can build infra at scale. Maybe a few pilots to kickstart. Large scale cycling infra has to have municipal corporation buy in. Corporates should get HR and ESG functions to engage employees in shifting their commute, measure it, incentivise them and report the effectiveness in reducing scope 3 emissions.

True but CSR folks prefer planting trees and cleaning lakes as opposed to solving for walking and cycling which creates demand for trees and liveable spaces. We escape from active mobility and go into a metal box instead to taking this head on.

The comprehensive mobility plan clearly recommends the govt set up lanes and parking for cycles. You'd think they have to do it eventually, right?
