We didn’t know about Keener until close to the end of D1 and he had someone on the inside of homeland covering his tracks afterwards he knew he was getting hunted by the division so he would have covered his tracks throughly.
Combined with Theo getting Anna working it makes sense why Keener was too slippery for the hunters to manage to track him down.
I don’t think he had someone on the inside, I think it was all Theo.

Theo definitely pulled more than his weight when it came to helping Keener though.

Theo didn't exactly get ANNA working. It was already working and Cal had access to it, via his watch that had access to all three systems, we just don't know what Cal was doing with ANNA.
What Theo found was the security vulnerability that enabled users of one system to gain access to the other systems. This vulnerability was created because Cal wanted to have access to all three systems from the same device, instead of having a separate device for each system and carrying three devices.
Cal was told that what Theo was able to do, was a potential risk and he was fine with it because he was more interested in keeping tabs on Nat and Black Tusk.
This creates some pretty glaring lore conflicts regarding ANNA and the Liberty Island mission as well as Keener and his "Rogue Network". Seeing as how Cal knows about ANNA and has access to it.

So the second comm must have been after Black Friday my guess would be a week after since McManus is already in his bunker which I’m assuming is somewhere in New York since the term “Ground Zero” is being used prolifically throughout these comms

Maybe McManus was Keener’s real target at the end of WONY. It’s pretty clear that he knew more about everything happening than he was willing to discuss openly. Access to ANNA would mean access to everyone else’s dirty little secrets. Maybe he thought Cal was still in NY and the business about launching his missile as a run of the mill genocidal maniac as well as everything else was just a cover to keep Cal from realizing Keener was gunning for him. Maybe Aaron thought he was still in that bunker.

From the Testing comm it explains all of the Echos and comms we can find out in the open word, especially the ones of civilians with no connections to any of the current factions we encounter.
Maybe Echo's was made when the cellphone net and internet still the operational. ISAC collecting data from all sources. Now not much left because the infrastructure is collapsed.
Thumbnail makes me think rogues use our tech better than WE do. I know it's just gameplay but Rogues having two different drone skills equipped at the same time or having automatic targeting incinerator turrets like they're straight out of Division 1 sometimes REALLY makes me wanna give my shoulder a good smack.
I was just thinking about how rogues can still operate their shd tech and Lore daddy NGN comes through with the answer.
I have to say that Cal's voice actor is fantastic.
These are super interesting, and I really appreciate you posting them here because, as someone who doesn't play descent, I would never hear them otherwise.
What is a bit jarring is how much jump around time wise without any indication of the actual order. But some obviously do fall within certain time frames. It is very interesting that, at least at some point shortly after the outbreak, Cal was in NYC huddled up in some sort of bunker. Obviously he managed to survive, and somehow escape the NYC area with most of the players in the area being none the wiser to his presence. We don't have a timeline for The Division, but with the snow in NYC my guess is that it had to be somewhere in January or February following the November outbreak. Enough time for many countermeasures to fail, and for the first wave of agents to either fail or go rogue, but not so long that it wasn't still winter. After all, there are supposed to be some huge blizzards in NYC during The Division and, during the 20+ years that I've lived in the US, that simply doesn't happen very often. In fact, NYC doesn't seem to have snow that often. I guess the average is around 30" a year, but it varies considerably. My guess is that Cal had already left NYC by that point, but that's very much an assumption. That's based on the fact that there were no side missions that reflected us helping him, which you'd think would have happened. (Of course I also understand that Cal is more of a creation that came into existence with the classified assignments in The Division 2, but it is interesting to speculate how long Cal might actually have been in NYC. Obviously long enough that Nat was surprised that he survived, but not so long that he was impacted by what went down with the events of TD and especially Keener and his rogues - because you can't believe that if Keener knew that Cal was in NYC he wouldn't have done something about it. Especially with the forces available to him with the Cleaners and Rikers and his rogues manipulating those groups.) But this also begs the question of where Nat rode out the green poison.
I do like that these did a better job of introducing Birdie, even though we don't hear from her at all. Based on the comms from the Recruiter missions plus these, it definitely seems like it's better to keep Birdie actively engaged in something interesting to her. Especially because in the Recruiter mission she says that she hasn't killed anyone "yet". So there are obviously reasons to want to keep her focused on specific problems.
But what's also interesting is how much Conley resents that. Birdie is free to do whatever she wants. Conley has something that will seemingly be useful, albeit intended for pyromaniacs and arsonists, and nobody will listen to her. That said, someone did eventually come up with the Ortiz Exuro gear set which had an experimental flame turret - which nobody seems to use at all.
Of course, while Birdie does whatever she wants, everyone loathes Vik. And Claire Ortiz actively refuses to work with him. The guy must continually rub people the wrong way to be that unpopular. I know you have thoughts on Birdie, but I'm wondering Vik isn't also along those lines somewhere. Different, but obviously with a distinct inability to socialise effectively. Then again, 20% of CEO's are supposed to be psychopaths so maybe that's it.
It is definitely interesting that the Ortiz's at least survived the initial outbreak. The question is, where are they now? Did they eventually connect with BTSU and fell foul of the behaviour that Nat exhibits in The Division: Hunted? Or are they still out there somewhere. Because, even though it seemed to be after the outbreak, they were still talking about bringing in consultants. So it can't have been very long after. But this may be why the Hunter system hasn't moved beyond specific activations. If the Ortiz's died then there would be nobody to enable that functionality.
And yes. Agreed. If every regional SHD centre had a mobile server and they were being deployed to all cities as well, why are these things now as rare as hen's teeth? We have a single mobile SHD server in the DC area, something Jack had been carting around with the expedition that met its fate at Kenly (which you'd think wouldn't be the case if these things were rare), but after reclaiming that from the Recruiter (somewhere in October of the year following the initial outbreak) it's 10 months before another one shows up (the following August). That seems quite strange.
Last, I think it's REALLY interesting just how strong Cal's reaction was to losing an agent - albeit because of what he saw as a technology issue. He was very upset. Yes, he was probably more concerned about how the technology might impact other agents, but he seemed to have a very strong reaction to the death of the agent. Makes you wonder who that was, and what provoked the strength of the reaction.
P.S. Where are you getting the information about new factions in The Division 3??
Ah man, the LORE! Im loving it. Keener had to have known about the Hunter protocol since he had access to ANNA. I'm almost certain there's going to be a paradigm shift later on either with the expansion or Div3 where we switch to ANNA. ISAC sounds like a clown.
I am curious why Hunters are hunting down our agent when by lore we are loyal. The Hunters are said to be assign for hunting down Rogue Agents only. However, they have been targeting our Agents even before Johnson went a bit crazy.
Johnson did mention about allying with Kelso means we are going rogue, which is why we are against the Cal and his Hunters in Division 2. But only in Division 1 remains mystery since we don't know Kelso yet but Hunters appears in the Underground and Survival DLCs.

@@LHBBD the only hint we got is Kelso was a former CIA operative, maybe Homeland Security and CIA are not in a good term after the outbreak, and Kelso had a CIA's agenda to fulfill or something like that, I don't know either, that is just my guess...
Johnson also talked about loyalty. So maybe it’s a chain of command thing? With president Ellis dead and just about every other high ranking gov’t official dead or missing would command fall onto Calvin?

@@NGN Easily disproved with the CIA reports obtained in the Lau Manhunt.
Looks like frist stage was activated in survival mode in division 1. When everyone including rouge agents was capable to extract experimental meds. In this situation rouge can be serious trouble, so hunters was activated to evacuate the price, no matter how. Nowadays its more like between stage two and three. Hunters work with the black tusk, against the agents and rouges. I think Keener have access to ANNA and maybe, make the backdoor to the ANNA system.
Kenner used ANNA, go play keener’s mission on liberty island, when you finish destroying hacked war hound and black tusk drone and you enter the building you will hear ANNA says”hostile detected”. I was not aware until recently when I played the mission

Apparently, Theo Parnell was right when he said that the division was corrupt. Apparently he wanted to point out that the head of the division works in the mutual interests of the PMC and the National Security Agency.
Perhaps Theo created a backdoor in the ANNA system. And by the way, if you look at Kenner’s body after his murder, you will notice that the transmitter device that the agents have on their shoulder has been structurally changed.

I think we should at this point have a choice to choose who we aline ourselves with. I always wanted a choice, and honestly, I think most people would want a choice to become a ROGUE or a HUNTER and see a different story. A choice that would impact their story going forward
Iv been wanting this since the first game. Being a rouge agent would be fun imo and totally opposite of what we’ve done for the last 2 games.

Going rogue and using the rogue network is two different things. Aaron keener stayed a step ahead of us and the hunters 🤣. Once birdie explains to us how compromised we really are using isac we'll jump over to the rogue network theo created and become ghosts within the network.

Considering Birdie been part of the group that made ISAC, it makes her more valuable. She knows things more than anyone we have met so far about what went down during the creation of the AI and the Division.
It is also a bit concerning with Bunker becsuse we heard from Birdie that the Black Tusks are basically using these Bunkers as their main bases now.

Division 1. Although the DLC’s don’t really matter going forward. Division 2 then Warlords of New York.
After WONY you will have access to the seasons and will be caught up.
Makes more sense with the hunters going after Keener but he fooled and kept them off his trail

I have one thought, that Schaffer recognised April Kelleher in D.C. thats why BTSU didnt kill her. And I think in next seasons she will be key background figure.
I wanna Ask NGN are we due for some new good guys in season 6? I feel like there's a real power imbalance between the player character and allies at the white house and just everyone else working with Homeland and Black Tusk.
Also can JTF finally get a rework with some proper equipment. I know it's more visual than story, but it still feels odd at this point when we have modernised merks with weaponised robots roaming around to see a JTF patrol walking around with T-shirts, or the guards at the most important base in the city out front without even a ballistic helmet or vest. Even the guards at the more civilian settlements should at least have some basic protection. It makes the game feel like I'm working with a bunch of amateurs.

I definitely think they've done a fantastic job of exploring the nuance of Homeland Security. It's a job that is entirely made up of shades of grey and for all of the morally questionable decisions Cal has made, he's completely right in that if we don't develop the technology then our enemies will.

One thing that i've been wanting an answer on is the reason for a Hunter being sent after our Div1 agent during Survival. They're supposed to go after what McManus considers Rogues, right? Then what was so bad about our Div1 agent looking for the antivirals? AFAIK, our Div1 agent was still in McManus' good graces, and I don't think Lau had fully lost hope at this point.
Idk, it's just been bothering me. With all the lore developments regarding Hunters and whatnot, the plot point of the events of Survival have always sort of bugged me.

I've been saying saying this and stay one anybody that knows that Tom Clancy world knows his fascination with all things Cold War.
That means Russians and I believe that means that division 3 will be taking place on the west coast and we will be having some more interactions with Russians.
I need to know, if breaking into a pharmacy to get medicine marks you rogue, will a Hunter still hunt them down despite the agent trying to do a good thing?
No. At least I don't think so. As Cal said in the voice comms. There are three stages. So I guess that agent will be pretty much in the lowest stage and hunters won't bother them. I mean just look at how many rogue agents are there in general. Not all of them are hunted all the time.
I would love to see Ortiz have a change of heart and create an upgraded and non-shackled version of ISAC named "GARIS"--and make him snarky. ;)
@3:53 The Agent should've had proper medical training as part of their recruit training & had the forethought to pack it WITH them!! Clearly they were an insufficient Agent & wasn't ready for the potentiality of getting injured in the field.. I personally have a tri-strap bag that I take EVERYWHERE, if I'm outta the house.. It has a "medkit" in it with gauze, normal bandages, antibiotic ointment, medical tape, ace bandages, sterilization wipes, etc, just in CASE I or someone else gets injured.. I also wear a belt regularly & they can be used as an improvised tourniquet!!😉
Man ISAC marking one rogues is so easy, that breaking into a pharmacy to save yourself marks them rogue. No wonder the first wave is mostly dead or rogue agents. I don't understand why they didn't make ISAC less restrictive thought, instead of giving them the ability to use the tech aswell. I might have miss this somewhere, but rogues agents really can't loose that status ever? If so, besides the hunter protocool how else would they have dealt with them???
I experienced that first hand actually. Accidental friendly fire in a DZ and marked me Rogue. Then subsequently got me killed between the other players and factions shooting at me.
When is the jtf gonna come back to dc they must of heard of all the things the agents jtf group and militias have done
In the background lore, the President ordered the JTF out of DC, while leaving behind a token force in the WH. We need another President to countermand Mendez's order. In short we need to find the SecDef or anyone else in the Presidential Line of Succession to become the new POTUS.

ISAC marking Agents as Rogue for breaking into a pharmacy and grabbing meds seems off to me. Sure its technically breaking and entering/theft, but as players we do that all the time and ISAC doesn't raise a peep about it. Every time we shoot off a padlock, loot a store front or take stuff from apartments, we're doing the same as that Agent did; so why did she get marked Rogue for it and not us? I fully understand thats a gameplay thing for players, but it also wasn't something ever brought up in the lore as an issue before now. At least not something that warranted Agents being flagged as going Rogue. To this point Rogue agents were generally people that did some kind of perceived heinous stuff or abandoned the mission, not a bit of light B&E.
Don't get me wrong, its a simple fix I hope will come later. Something like they updated ISAC's qualifications for marking Agents Rogue, sometime between the first and second wave activations. It would explain why we as players never get marked for it, but also why so many First Wave Agents seemingly went "Rogue" and felt abandoned.

Hi it might sound like a dumb question and im kinda too busy to research but why everyone hates Vik and who is Cal? I played div 2 since the beggining but i never knew who these 2 person are and what they are doing.
Vik is the guy who betrayed you in the ODEA store mission for the Theater Settlement. That is a early game mission. Calvin McManus is the Secretary of Homeland Security and the leader of the Hunters. We heard about him in Season 9 Hidden Alliance.

I still don't understand why would they go with ISAAC instead of ANNA? The more time goes by, the more we understand that ISAAC is deeply flawed and its parameters to define good or bad is very limited. If this was such a problem, why not go with ANNA in the first place? Secondly are we actually rogue now? I mean our watch is still orange but we have faced countless hunters by now. Or is it simply situational? We were following some other target and basically hunters got in our way. Also whatever Johnson said i still cant believe. Man seemed like he was going crazy or something. Obsessing over the wrong things.
I always presumed that rogue agents just hacked their tech, considering they also know how to hack the players. But as usual the current writers aren’t really paying attention to their own franchise’s history or lore in favour of their bizarre fanfic.

China claims to have it under control, but CIA reports of mass evacuation to the countryside. My money's on taking the fight to McManus secret Bunker in 3.

Who’s to say a Hunter wasn’t sent after Keener.
We’ve been able to take down Hunters so it’s not impossible that Keener can too.
He also has a major leg up that we never had when facing even a single Hunter. They have tech that can disrupt our tech to put us on even more of a disadvantage.

But this is one of only a few games I have played for this many years. So yes, I rate it highly.
