    Thanks for this clear introduction to the topic. I would add another professional to the team you mentioned, that starts with real estate agent and lawyer. I have found, an architect is usually the best with zoning laws -- find the relevant laws, understand and interpret them, determine the use and physical development potential of the land. Often, zoning laws are complicated, as they allow options and have different rules for implementing each option, which depend on characteristics of the property (e.g. size of parcel) and its surrounding. Seldom have I been able to quickly visualize the development potential, after reading a zoning code. I usually have to make some simple drawings and calculations, to determine and visualize the opportunities and constraints. The same goes for the building code. Sadly, I have known many homeowners and business people, who have least or bought a property, expecting to make certain improvements in a certain budget, but after closing the purchase and hiring architect, they learned that they won't be able to realize their vision at that place; usually, because the improvements they want also trigger other safety improvements required by code, or that the cost of improvements they desire has risen far beyond their expectation, especially since 2020. So, I would get an architect to study and report on the opportunities and constraints, regarding zoning and building codes.
