In essence yes. Naturally this will often mean aiming towards the middle of a green often but this will help you gain more on the hole. On the whole, just hitting more greens in regulation is key to lower scores, regardless if you're 40ft away. Then when you do miss, it's trying not to leave yourself no green to work as getting down in a maximum of 3 shots will increase significantly.
