It started with HugePinball's 2010 mod Feng Shui for FO3, there was one for NV as well, and in 2012 the (much less featured) Skyrim mod "Placeable Statics" made by Iceburg. Bethesda just tacked on some extra stuff in FO4 and was heralded as the inventors of the build mode. They weren't... =D The community is amazing!
If I may make a suggestion. Make it so I can send freed slaves to the settlement. That way I can grow a settlement from freed slaves and see those we freed.

A year late, but there's a separate mod you can install for this very purpose. It's called Persuasive Speech, and it lets you talk almost everyone in Morrowind (yep not just in Vvardenfell but everybody, even from other mods) into joining you for an adventure, including Slaves but only after you freed them
This mod will surely get me back into morrowind again, especially since it's built on openmw. I really wish the designer of ashfall would do the same thing.
Ashfall has a lot of functionality that isn’t currently possible with OpenMW lua. It would be cool to have it in OpenmW but I understand why Merlord did not.

Also, I'm glad you are going to add a resource cost option; altho placing a static object wherever you want feel like can be used to exploit normal gameplay anyway. :p I think an option to pack/store for a "purchased" asset would be a good thing too (if player wants to move it from one area to another).
If properly integrated to the CS workflow it would be the best way to do urban and interior planning, can't wait to try it Maybe it will give me the push to start this sotha sil overhaul I was eager to start
And the best part about having a fully dynamic game engine, is that all of this just works.

Yes, the latest update almost requires TR data. Lots of the new prefab buildings use TR data/Tamriel rebuilt sets.
