Honestly, I think he didn't put it there because TV is way more of a global worldwide phenomenon nowadays. WCW did a great job with the Outsiders angle, but they weren't constantly hyping a third man. It didn't seem to carry as much promotion and hype as Vince's son and the Anonymous Raw GM angles cause tv is more heavily promoted in the 21st century.

the black scorpion angle was probably my first big interest after starting to watch wreslting earlier in 1990. started around early to mid april so by the time black scorpion was starting i was only then starting to catch on to stuff. al perez i think would have made a great angle finish if they'd handled it right though i don't think him and sting had any past other than maybe brief times togehter in memphis or elsewhere. i also didn't know that ultimate warrior who was wwf champ was stings former partner. Now that could have been great storyline wise but not sure the matches would have been. With all the heat wcw took signing luger away from wwe (or as he tells it i wasn't even under contract anyways just a night to night deal) and the ladys title in the trash can a few weeks later this would have put wcw over the top back then. of course those pesky contracts would have been a problem.

Fun fact about the Black Scorpion storyline, it was initially set up because Bill Watts thought the fans were getting sick of seeing Sting wrestle Flair. After Al Perez quit WCW they had Sting work house shows against various lower-tier workers portraying the Scorpion, and eventually it was decided Barry Windham would be revealed as the character at Starrcade ‘90. Flair ultimately wound up volunteering to be the one under the mask ostensibly because he thought the gimmick might hurt Windham’s career.
