Go to Windows --> Dockable Dialogs --> Tool Options - Then you can click n drag that dockable where you want it in your Gimp GUI, or leave it in it's default place. Either way, you will get the button to add more tabs.
You can widen the window which contains your tabs by hovering over the vertical line on the window perimeter (there are three dots in the middle), then click -> hold -> drag out, to widen. Other than that, you may need to adjust your operating system settings to make things larger.
@@surepart try dragging another tab from an other area, to the space where there used to be the icon, that is now missing. I suggest you add an extra tab, to an already existing one (that you will drag), so not to leave empty areas without any tabs.

How do I make tabs bigger or smaller? I can barely see my tool tab and my layers tab is talking up most on the screen

You can add them back by clicking on the icon I show at 1:10
