If I’m starting a brand new account should i need to follow target audience people who are passionate about my niche or should i need to leaving to content do it? But I have heard many many people are saying that if my content is good people will engage with my page but I have a very dark experience that is my content doesn’t push up to any audience as it stucks in 0 views. What is the correct strategy? What should I do?

It’s a mix, you’ll want to start sharing the content and optimizing the posts to reach your target audience, and then you can start engaging with them (you don’t need to follow). I totally hear you - I wouldn’t put too much pressure on yourself to promote posts though, they definitely help to increase reach and drive certain results faster, but there are still people who grow that use purely organic methods and overall consistency and quality will trump any poor quality ad.

At this point if I post anything it's not being seen at all by non followers and my page is not restricted. Periodically a bot will like my post 😐.

I've noticed that, too. Reels are supposed to be for non-followers, but some of my reels are only seen by followers.
