Thank you! this was exactly my problem. but.. plot twist.. there was no o-ring in mine to begin with! got the o-ring, popped in based off this.. smoothest my power steering has been in years!!
To my knowledge, if the fluid is overflowing from the reservoir with air bubbles in the oil, it means it is sucking air in the line somewhere. In my case it was the o ring issue which i found out is a common issue in these vehicles. For you, check if the oring was installed correctly and the screws were tightened. otherwise you may have to replace the inlet hose.

You may call it a seal or o-ring. part # 91345-RDA-A01. any honda or acura dealer can supply you. Also available on Amazon. Hope this helps.
