Looks like the blade is from a rotary cutter used for fabric & an O ring to hold it together, it must have taken a fair bit of work to machine that.

I bought a Kennedy half like this from a magic shop in the 70s. There was no slot or anything in the middle of the coin, but had the rim slotted for a rubber band (like they use for braces inside the mouth). You would show someone a regular half dollar to inspect. Switch coins, fold and drop the modified trick coin in a bottle. Turn it over to get the coin out and switch coins to the other half dollar.

That’s actually a magic trick coin to fool you thinking that the person doing the magic bit the coin in half. The thing in the middle is just to keep the coin from breaking during storage.
