The sexual tension is definitely one-sided. Like grinding on a brick wall - yeah it kinda hurts and lowers your self esteem, but if you're into that kinda thing then it gets the job done. (Kiryu is the brick wall in this equation)
KIWAMI 2 KINDA SPOILERS: Keep in mind that the bomb defusual was a dream from someone who(if I remember right) didn't know Majima well personally, yet it's still completely accurate to Majima.
Majima absolutely defused the bomb, Nishida is even giving him a shoulder massage afterwards cause he "never had a doubt" xD The explosion is Sayama having a bad dream

It makes no sense how he is totally normal in the first game and then out of nowhere becomes the best character ever. It rules though. Didnt he say something like he was holding back how he really was and then at the end of one he said screw it
