In case of prime ministers I would use before and after and the metrics I will use can vary such as GDP, foreign investments, wage increase against inflation, ease of life such as government transactions etc. Of course all this isn't easy and comes with systemic and non systemic constraints such as COVID during modi era..so for me , it will still be MODI as the greatest PM India has seen so far
