I think I remember they were Shinra employees pretending to be residents of the Area. I think if you go back after regaining your memories they admit it to you.
@@qownsqud3207 Well, it wasn't exactly all that plausible in the original anyway. Hard to believe that Cloud, Tifa, and Zangan would be the only ones who had known the residents of Nibelheim prior to the incident, and then noticed that every single resident of the town was a different person five years later; logically, they'd either get tourists, or at least people passing through more than once in that time frame. Plus, these Shinra employees are all relocated to Nibelheim just to pretend to be other people for however long the charade is supposed to go on? And what exactly does their coverup of the Nibelheim incident even accomplish? Not like they could blame AVALANCHE for it. And it's not like they covered up the Gongaga tragedy. And the survivors of Corel were still around and knew the truth about what happened there. Its only point was to be creepy and weird in the OG. It made no sense, though. I think you just think it's bad because it's different.
