No one really came up with it. Its equal to saying movie soundtrack. It always was keygenerator music. Its just music that tends to come with keygens. The style is the result of the small format, its oldschool legacy and cracking culture in general which values old school aesthetics.

Chiptune is radically different; there's no restrictions placed upon it, you can use all the effects and synths you want. Keygen tunes are restricted by size, the whole thing has to fit into a tiny exe. Have a look at some demoscene stuff, it might blow your mind. If you have one.

In most of the cases the same music has been used in cracktros, intros or demos before. Only a few programmers use custom music for their keygens. And a lot of the stuff can be DL'd for free somewhere. Thats why I FACEPALM'ed readin' keygen music...
FYI: "Quazar - Funky Stars" has been made in 1996 but not for a keygen it was used by Swedish Software cracking group Hybrid in their cracktro for the videogame "Worms 2". Nearly a decade later it was recycled in a keygen.... so what am i supposed to call it now?
