Zsasz is pure evil and enjoys every single minute of it. Also Jerome is broken due to him being betrayed by his own brother, physically and psychologically abused by his family, and ignored by everyone at the circus.
Jerome was pictured as pure evil at first til we learned jeremiah fucked up his whole life and made him out to be a monster and then he eventually did, jeremiah looked like the good one at first, but he is most definitely pure evil, he was scheming and rotten to the core. Even the joker gas jerome used on him didnt do much, jeremiah said it had little effect besides bleaching his skin and cosmetic changes.
I would argue that Jerome and Jeremiah are both broken from all the stuff with their mother and uncle, Jerome went through it and I think Jeremiah did as well but I'm not certain even if he didn't he was sprayed and broken by the gas
Jeremiah is both. He is evil, but I think he lacks clear moral agency due to his strong belief that he is still sane and his attempts to bond with Bruce is kinda tragic. Jerome, although abused, he was the Devil incarnate. He corrupted the people around him and was evil for the sake of evil. Unlike Jeremiah, he had no moral agency issues, a good example for this is when he decided to have Bruce be killed by his uncle's goon in 4x16 even though he knew that the right thing would've been to save Bruce.
Jeremiah is the reason why Jerome became bad in the first place. Episode 19 Season 4, Jeremiah admitted to Jerome that he told all those lies about him, so if anything, Jerome is broken, while Jeremiah is pure evil.

Bro he was bullied by everyone, raised fatherless and then when he found his dad then he got poisend, he got inside jail, he had to make new life, his mother got killed and his friends betrayed him. Plus he was gay but his best friend rejected him but we dont talk about that😂
