If any particular partition is completely vacant then will it come under internal fragmentation or external fragmentation or it won't come under any of the fragmentation?
Why offset is 16? If we considering number of addressed needed by process P1 then shouldn't it be 17(0-16) ?

Instead of storing base and offset, can't we store start and end from the physical address space this way we won't need virtual address.
Then my quesion is why do we need virtual address space? why to have this overhead?
