For me it worked great and ran fantastically. I do not own this one no more. But it is great buy on the cheap side having pc. With threads and cpu speed is really good for the money.
works fantastic. i am using it as we speak. never had trouble with it. but with more cores i would recommend a little bit bigger cooler with a case with better air flow. My handles the cpu just fine with this figuration.

Can you run windows 11 on that board x99 RS9 with cpu E5 2667 v4 and E5 2640 v4

The E5 2697 v3 is a good option. 14 cores, high boost for the price, 20 usd or something.

It is not advisable to install such processors in such a motherboard; you need to look for a processor with a power consumption of up to 100W
