Puerto Rico start making world records in NHRA when the people start building engines from scratch, using old internals components from other used rusted and forgotten engines. With few hundreds dollars, hand tools and the help of the "compadres" (buddies) and some beers and dominoes, they start buildings records breaking cars with all used parts from junk yards with all steel forgotten compact bodies. When is PR vs USA, people from others countries, they prefer run representing Puerto Rico. You can ask to "PEPE LOCO RACING" (he use to run representing PR instead of USA in the 3 rotos turbo Mazda MX6, when he live in USA). All start with few hundred bucks in comparison with thousands of dollars invested in hi-tech cars from outside. We have Diesel Pro mods tractors trailers and even a Diesel over 40 feet long yellow school bus running like you never see others, unless they have a jet engine on it. All start in the same way. Ask any Boricua how they start their project. Bottom line; "Puerto Rico does better even, with less".
The majority use Rotary Engines ( 12A, 13B, 20B etc ) Toyota Engines 4AGE, 3TC, 1JZ, 2JZ, 22R, Toyota Tacoma Engines, Nissan SR20, Honda B16, B18, B20, H22, K20, K24 Honda V6, Mitsubishi 4G63 and many other japanese engines. American Muscles too but we mainly use JDM cars and engines.
