Well it can easily happen. You can be born in Australia then be raised abroad and come back and still be a citizen. It's not rocket science. As soon as you are born in Australia you have Australian citizenship for life, even if you can't speak a lick of English.

Many, many people are born in Sweden to MENA parents and speak with such thick accents as adults that normal Swedish people can hardly understand them. I’m not defending the Chinese guy, but sadly in Sweden you don’t need to speak the language or pass any tests to become a citizen…

He could be born in Australia, raised in China and come back to Australia as an adult not knowing a lick of English and still be considered a citizen. You don't lose your Australian citizenship after you are born there.
