The 1960s cartoon was just this one weird-ass one-off adaptation. One time I found a blog post written by someone who said he met the people who were involved in its production, and all of them admitted that not even they knew what they were thinking when they made it.
Because at the time this show was first aired, it was intentionally designed in a way that would allow for a kids show host would dress up as a police officer, pretend to call Dick Tracy, and then right after the intro it was supposed to look like Dick Tracy was calling him back. Unfortunately, these live-action segments are lost media.

Personally, I much prefer Joe Jitsu. That's why he's the only one I watch.

In this case, dick is actually a slang term for detective. So his name literally means "Detective Tracy".

Hmmm…wonder why they never let Tracy handle the cases himself, instead of having these sidekicks tackle the crooks, since he was the title character?

Basically everything associated with the character, except for maybe the first two decades of the actual comic, is completely terrible.
