4 DP are among the best and diverse DP costs in the game easily, while it has 3 bs chars such as 19, 20 and Wheelo, the rest of them are just very good and imo, balanced. Gohan, Trunks Z Sword, Uub, Bardock, Ginyu (Cheese but meh), Cold, Slug, Tapion, Turles, Garlic, Tien and Vegeta Scouter (not really as good but has explosive wave and can be giant). All of those chars are very strong and useful.
Ginyu is lowkey really good. a 4 point character that counters high point characters, he’s good in 1v1s as well as there’s a large amount of G4s, Brolys, fusions in general and Beerus.
Base Z trunks should be an honorable mention for 4 DP, he has an insta spark, unblockable super, afterimage, unblockable charged key blast (since he is a sword character) and can dash out of vanishes.
Recoome is probably the best DP character period. False courage, tech you can use to make his ult 100% unavoidable on top of instant spark, solid rush chains that you can mix up to make it hard to super counter, his combos do a good amount of damage, and he has 4 health bars on top of high base defense for only 3 dp
I think you needed to count with their transformations as well, because cell first form is very versatile, baby can turn into a giant and Janemba can do the opposite etc

He can one shot 80% of the roster and his combo of just the first couple hits get him near 10k immediately. He has very powerful mix and reset stuns.
