It would have to be some low level draugr because if it were higher levels, the city guard wouldn’t stand a chance. Neither would any of the citizens now that you might be able to hold off some of the draugr by surrounding them and a coordinated arrow barrage
But face it the NPC‘s on this game are pretty dumb. I mean I was in the wind helm committed a crime, and the guard chased me off cliff I was OK of course but the guard fell to his death

It’s so unbelievable that no games have actual NPC battles like this. Like look at the battle of white run in the story, it’s like 5v5. The CLOSEST thing I can think of is the on going metal head war in jak 3. Can someone point me in the direction of a game that has something similar that’s actually built into the story?
The Khajiit Caravans, Bjorlam the Carriage Driver, and both Skulvar and Jervar (the stablehands) were the first line of defense for Whiterun. They were doomed from the beginning and were quick to fall before being replaced by the Whiterun town guard outside the main gate. One of these guards should have fled into Whiterun to warn The Companions, Jarl Balgruuf, and others. Much would have changed: 1) A coordinated defense could have been hastily arranged just inside the city gate using the small bridge (as seen at ~4:00) as a chokepoint with the goal being to keep the Draugr contained while they deplete the Draugr force. 2) The Companions could form the bulk of the bridge force, with Aela being the only one who doesn't stand at the frontline. Alongside them could be Jarl Balgruuf, Uthgerd the Unbroken, Hrongar (Balgruuf's brother), Lydia, Avulstein Gray-Mane, Jenassa (The Dunmer Mercenary), Commander Caius, and a squad or two of Whiterun Guard to act as meatshields for the named characters that do more damage. With the sheer numbers of the guards and the bulk of The Companions (especially the Inner CIrcle), Lydia, and Uthgerd they should be more than capable of repelling the Draugr. 3) There is a ramp to the top of the guard barracks adjacent to the bridge and opposite The Drunken Huntsman. Numerous Whiterun Guards could be positioned on top along with Aela to rain down bow fire onto the Draugr. More archers could be positioned just West of Warmaiden's (next to crafting stations) and at the raised ground directly in front of The Drunken Huntsman; both points offer clear shots over the defenders or the side of the bridge. Because of their frequent use of Destruction spells, Farengar and Irileth would be best utilized in one of these ranged fighting positions. With the bridge force ensuring they are safe from retaliation, the ranged forces could reap a heavy toll on the Draugr. 4) Danica Pure-Spring is a Master of Restoration. She could support the bridge defenders both through Healing, Turn Undead, and potentially even Sun spells. Arcadia, on the other hand, could have offered the defenders some of her stock with the knowledge that she would be reimbursed after the battle. If it were absolutely necessary even the untrained civilians of Whiterun could have been quickly armed with bows and swords by Eorlund Grey-Mane and Adrianne Avenicci, but I doubt that it would be necessary. Personally, I think the size of the Draugr force could be doubled or tripled and they would still fail if the defenders were positioned like this. Utilizing the bridge as a chokepoint prevents all of the Draugr from attacking simultaneously while the Draugr are forced to weather a deluge of ranged attacks from the defenders. There are some BULKY NPCs in Whiterun who could take 1 or 2 hits from a Draugr Deathlord, especially with Alchemy and Restoration support. Like I said though, if necessary the remaining Whiterun citizens could be armed with ranged weapons to help fight back against the Draugr.
I’d like to imagine that in an alternate universe where Alduin isn’t stopped, he uses the souls he devoured to summon draugr, or enthrall the people of Skyrim to be his army, making them into the Draugr, and takes over Skyrim through this. Kinda like the reapers in mass effect. Draugr/Husks are the cannon fodder army, while Dragons/Reapers are the powerful masterminds.
It depends what level the player is at. The Hold guards will level with you until about level 50, at that level they are insanely powerful they would absolutely wipe the floor with draugr even vampires and dragons. I remember when I played Skyrim I went so far as to reverse pickpocket them all nord hero/ sky forge steel weapons so they could better defend against such attacks because I was getting tired of npcs needlessly dying when I did that and I tested how they faired in combat they made quick work of a night lord vampire etc when they came into the front gates, I think they almost even killed me(I was a level 250)
I think we can all agree draugr deathlords are absolute monsters for their relatively low levels

It looks like the guards were pretty low level. Try to fight with highest level of guards and draugr deathlords. Likely the guards will prevail
