That would be a huge lost and a embarrassment to the Stormcloak rebellion the most as a result. Imagine it, a Stormcloak supporting Hold losing and being taken over to a faction of Bandits. Their pride would take a major blow and others would see it as weakness.
Honestly this could've been a thing. The game is constantly trying to suggest that the war is having an effect on Skyrim's law and order, but you really never see a problem inside the walls. Bandit attacks should be MORE common than Dragon attacks. It would really sell just how fucked Skyrim is. Yeah yeah you'd lose some shopkeeps. So just spawn new ones. Almost none of them have any personality anyway.
Oh well, maybe not inside the (major) cities' walls...but throughout the wilderness how many forts, towers, caves and even mines (plus parts of Dwemer and Nordic ruins) have anyway become bandits nests?.. Two of which are a stone throw from Riften itself, Faldar's Tooth and Treva's Watch, and they're also among the WORST ones

also what level were you when you made this? the guards cap at level 50 being their strongest version (edit i was wrong its 20)

It's there, Bandit Marauders level up to 25... 'inhabitants' are often stopped at 4 or 6-8, someone 10

Bandit marauder is one of the most op npc in the game. they have various perks and damage bonus.
Because the guards can only level till 20, meanwhile the bandits can level every level the Dragonborn is it…or something.
