If they built special docking yards that could be equipped with heavy cranes and machinery they'd be able to speed up dismantling those ships for scrap by 2 or 3x I would think. But I guess there isn't that much money in producing scrap or else they would've done something like that by now.
Most of the world's ship-breaking activities take place in just a handful of ship-breaking yards that are located in places (India, Bangladesh, Pakistan, Turkey) where manual labor is cheaper than equipment.
