What is interesting is many tourists come on an visa exemption for 30-45 days, now in order to do he right thing and drive a scooter with a license there is not currently away where I can do this, as you can not sit the test unless you have a a visa, and you can't ( well last time I tried ) get evidence from hotel to use as proof of residence, it is a shame as for someone who visits a couple of times a year I want to do the right thing

yes there is! you need an international drivers permit gained in your own country that states you can drive that class of vehicle in your own country. this will allow you to drive for up to 1 year in Thailand legally
@@aka_mr_blk you can get it from the immigration office if you have reported your 90-day stay at least once... if not, you can buy a condo and they will issue one. So if you are a tourist from America, you won't be able to get a driver's license in Thailand, period.
They recently added questions about car vehicle maintenance. I could not find any information about it. I found tons about signs, and rules etc. but nothing about maintenance. Any idea where I can find this information?

Cannot do Cert. of residence at Australian Embassy. Must go to Immig. Can also do medical one of the many medical clinics. Cost me 140 bt.

US embassy no longer issues residence certificate.
This is true. Proof of residency will be required at the DLT. So you need to provide some type of document that shows that.
