The victory of Katniss and Peeta has sparked the spirit of rebellion amongst the District people. The hand gesture itself represents "salute and hope" if I'm not mistaken or at least that's my interpretation. The District people saw a hope in Katniss, a hope of a better, peaceful future, and the only way to get that is to destroy this Capitol-centered government. President Snow was tremendously worried about the spread of this rebellion spirit, therefore he commanded the Peacekeepers to just destroy anything that relates to the rebellion, even if it was just and oldman whistling while doing that symbolic hand gesture. For example, Cinna, Katniss' stylist/designer/close friend from the Capitol was beaten to death by the Peacekeepers because he made Katniss a Mockingjay-inspired dress. Just my thoughts. :)

Whenever I watch this scene, it appears that the old man whistles in solidarity for District 12, not as an act of revolution. He always looks so confused about what he’s done, as if he never intended to spark violence.

I wish they added the line regarding thresh from the book. It wasn't just 'thanks for sparing my life ok bye'. She said that she respected him for not teaming up with the careers even though they wanted to; for playing the game on nobody's terms but his own. She had genuine admiration for him.
When he man whistled rue's whistle, I whistled too. Then the peacekeepers grabbed the man and shot him, and after that I always make sure I lock all the house doors before I whistle the tune in my house

The protesters were called terrorists while the ISIS was actually allowed (the police didn't do anything about them having real guns and walking around in the main streets) to make their propaganda freely. sorry for the politics. "president snow" has to pay for what he has done to my country.

I knew exactly what was coming, and the music swelling, the crowd taking up the salute, and the peacekeepers beginning to move just got me. And that man showed absolutely no fear when they took him. He knew full well what he had done and was ready to die for it.
The acting is amazing in this scene. Katniss' face when she is admiring Peeta as he has a passion for what he speaks about and very good with words, whilst then doing what we'd all find difficult to hold ourselves back from, and thats seeing injustice happen right in front of you.
What's sad is Katniss never wanted any of this. She just wanted to apologize that she couldn't save Rue. She didn't want to start anything. She just wanted to be in her district and hunt.

It’s messed up.. but if I learned one thing in my media class.. it’s that art imitates reality. This scene doesn’t seem so crazy anymore to me... it seems like reality.
