Love love love this colour and effect. Would the base coat be completely flashed and dry and what are you using to create the frost crystals... Reducer?

I manage a bodyshop in the states and have painted for years. I want to try this on my PS5. I have access to all kinds of flakes, which one would be best for the ground coat? Coarse or really fine or does it matter? I was thinking a very fine flake, which goes against what is traditionally under candy coats I know. I kind of want to add a pearl too.
