I would guess they draw the line at firearms and knives. Police and them have an understanding so situation does not escalate. It did escalate before, that is why police avoid shooting at fans. I grew up with ultras. They are everywhere in Europe. Riots can occur but it's usually because of politics, club not performing, or they hate the coach. In generall the influence of ultras on the club is way bigger than in USA. When ultras are fed up with a coach, manager, or owner of the club they will make sure a change will happen. The club has no ability to ignore that. They will be visited at their houses.

Well, a lot of Rivalry‘s between Teams are sometimes more than 100 years old and sometimes cities or Regions of Teams have beef for literally more than 1000 years. If you mix it with passion, loyalty, Religion, politics, social issues etc. You will get that. It’s bigger than just sports and some Fans are willing to go to the absolute End if he feels like his club is getting Disrespected, that’s why you should never talk trash about a club someone is supporting, because there is a fair amount who will defend the honor of his club with violence, Americans will never understand that because they don’t have the same level of loyalty and Historical connection to the clubs they „support“.
While some times the moments of violence and delaying the game itself are wrong and deserve to be condemned, there are those times were it actually benefits the sport. In the US it's just another game, in Europe and the rest of the world, is an avenue to let your opinions. No one can ignore a packed stadium of fans protesting something, that ranging from corruption of the football federation or the team itself, to broader political and cultural issues. There are times were it's just pure violence due to rivalries or historical and religious hatred that should be stopped, but at the same time you can't turn your back to the positive aspects it can have

In some places to get in to the stadium you have to give ridiculous ammount of personal information: name, mothers maiden name, adress, palm print(!), etc etc.
sometimes the fans come to the training and strip the players down naked because they don't deserve to wear the shirt of the club they fight for. Players are not untouchable stars here if they don't leave their heart on the field or if after bed games go out at night clubs often they get a few punches and thrown out by fans from the club, and need to go home and prove their dedication to jersey they have in next games or they can't go out in the city because it could be dangerous for them
