But, this is not in Case of PIL, as in this case A concerned citizen files a PIL in larger public interest irrespective of the fact that he is affected or not.

can I file a PIL againset a concerned administrative officer not taking any action after plenty request by me to protect and save govt women's public toilet of my village, against illegal encroachment made by ex gram panchayat chairman and constructed his won house on that govt land by demolishing govt women's public toilet. please suggest

PIL is for larger public interest. If this situation would be happening at larger scale like in other parts as well only then it will be considered. But because its your own village it won't be possible that it will be get filed.

now many women's are facing sanitary problem, they don't have toilet to use..
The deputy commissioner not taking any action against that illegal encroachment to protect the govt public toilet .
