Sir, ⅓ criteria is there to make any state's legislative council.. If their legislative seats exceed more then 40 then there will be a chance of getting council to state.. Means 200 seats in a state making ⅓ = 66 seats.. Is it so???

Can centre dissolve a majority state legislature in non emergency...

Ofcourse not. Centre can dissolve the state legislature only in case of emergency and now it's justiciable i.e state legislature can go to court if they are dissolved on unreasonable grounds.

Centre can dissolve state legislature but by a indirect method, like imposing president rule in a state and then dissolve it's state government...

Rajya Sabha is the permanent house. Lok Sabha and vidhan sabha can be dissolved before the term if there is lack of majority.
