He never saw her give birth. Palpatine had him convinced he killed her on Mustafar when he force choked her. If she had died then, her unborn children would have also died.
The fact that Luke's spirit couldn't be broken by his taunts goes to show the force was always strong with him. Palpatine underestimated him for sure. All that talk about "your friends are dying" while tie fighters are getting blasted left and right.
Hey, remember at the end of Return of the Jedi, when Luke defeated Palpatine by out-forcing him using the power of force ghosts? That was so cool. I allways noticed that Vader saved Luke's life when convincing the emperor to not kill him immediately. Vader still must have known that's his own death sentence, because of the rule of the two. I also think the only reason Palpatine agreed was to have an apprentice either way - Vader kills Luke or Luke kills Vader. He never would've considered either of them strong enough to become a real threat.
I believe it was necessary for Disney to do if they intended to stay loyal to George Lucas. Vader may be the most popular Star Wars villain of all time but Emperor Palpatine is by far the most important. I also feel that Disney established him the right way; he stays quiet and lies in the shadows for two movies, then fully reveals himself in the third movie.
