I allways noticed that Vader saved Luke's life when convincing the emperor to not kill him immediately. Vader still must have known that's his own death sentence, because of the rule of the two. I also think the only reason Palpatine agreed was to have an apprentice either way - Vader kills Luke or Luke kills Vader. He never would've considered either of them strong enough to become a real threat.
I believe it was necessary for Disney to do if they intended to stay loyal to George Lucas. Vader may be the most popular Star Wars villain of all time but Emperor Palpatine is by far the most important. I also feel that Disney established him the right way; he stays quiet and lies in the shadows for two movies, then fully reveals himself in the third movie.
