To switch from Global axis to Local axis temporarily, you can simply hit the key for the axis twice and do not have to change the orientation in the top menu. So like in the video, when you want to exclude the local Z axis, hit S, then Shift Z Z. Or to scale on the local X axis, hit S X X. In general, double tapping an axis key switches to global axis whenever the transformation orientation is set to something else than Global. If it is on default Global, double tapping the key will switch to Local. Tapping a third time will release the axis locking again as if you used the tool without hitting any axis key.
Meh. I made a blender python script that accepts user input, to do the "scale to measurement", but it only works for circle edge loop selections. I was hoping to make it a bit more universal.
