It was the woman in green constantly rubbing the horses nose. They can't see what's in front of them hence reacting to a sudden person being on their shoulder.
I wish that all city folk would learn this one thing about horses-when a horse lays his ears back, it's best to leave him alone. He's either unfriendly towards strangers or he wants to be left alone. I wonder how these tourists would feel if they had strangers coming up and pawing them day after day.
British people know this . We are far more used to horses than the tourists seem to be . You won't find us there crowding the horses or disrespecting the soldiers .

As far as disrespecting the guards, sadly that's not limited to any country either. Here we have an elite guard force that is assigned to watch the tombs of the unknown soldiers in Arlington national cemetery. It's ridiculous how often the tourists need to be reminded to maintain an air of respect, silence, and dignity. It's amazing how people want to visit a cemetery and behave like they're at Disneyland. Yes, these elite guards are chosen for a very special, very important job. They deserve all the respect that they are due. Thank you for yours.

In fairness to the guy that said sorry, I’m so sorry, the horse was chomping on the bit, way before he went near him. The horse was uncomfortable for the length of this video (2:45) which probably wasn’t the true length of time the poor horse had been uncomfortable, by the way he was chomping on the bit. I’m all for calling out irresponsible tourists but this wasn’t one of them, Buska in the Park.
People are morons horses are still wild animals and aren't crazy about being crowded by people it's OK to pet the horse and move on but too many people crowding around at 1 time is going to upset any animal
