What makes you say that? I am in the US and I have ordered these meals from Peny numerous times. They always say that they're not allowed in the US and I just tell them to ship them anyway. I've always received them. I can't imagine Customs really cares that much about something like this.
Lucky. If I ordered these, US Customs would've snagged them. I only buy RCIRs that are already in the US even though they are a bit more expensive.
