      Under the fractal noise evolution settings, you should see "Evolution Options".
      Open that drop down, and select "Cycle Evolution".
      Then set the number of cycles you want before it returns to the original state.
      The final step is to place a keyframe at the end of your clip with the same amount of rotations you specified previously.

      Same, all I did to fix it was create an adjustment layer, then add a gaussian blur effect to it with a blurriness of 6.
