However, I have a question. How many items we should generate for initial development, and how many item we should remove, if they low loading factor? Do you have rule of thumb?
Is there any article for reference?

I would highly recommend looking into Churchill (1979). There is no set number or formula for this. Number of item depends on how you conceptualize the construct.

Why we need a scale I kept looking for this answer. Whats difference between scale and questionnaire. The discussion is on questionnaire Development while you are saying scale.
I think you need to do some reading. Questionnaires are made of measurement scales. The video discusses the DeVillis method of scale development.
