Adventure maker or adventure kit, it's a real crap factory and while it does make homemade Crpgs it's very basic (lol BASIC) and I could be off on this one as it has been years and I could be confusing it with The Bard's Tale but I think EA made it? Part of me wants to say SSI so I don't know. Lemon games have lots of C64 games so I'm sure you can find it there and if you plan to build your own game with it, you're going to need some blank floppy disk images. Edit: It's called Adventure Construction Set. I was 9 when I got that game so until you asked I guess I did forget the name.
How many people watching Super Hydlide thought, "well, I just saw the worst game in the marathon" and then this game comes on. This is probably the worst game I've ever seen on a console. Yet, somehow, terrific run!

I'm used to Hot-B making fishing games back in the day. I guess they did a lot more in Japan... I mean they made this hot mess so it's clear that they made more.. games? Still inclined to believe that the Black Bass series was their Magnum Opus. Dude, my top 5 RPGs: 1. Dragon Warrior 1. 2. Dragon Warrior 3. 3. Questron. 4. Black Bass: Blue Marlin: Gaiden. 5. Rings of power.

In an alternate timeline where they polished this game, this may have become a long running sci-fi RPG franchise rivaling Phantasy Star. I guess.
They should've done it on RPG Maker XP.
I would settle for RPG Maker 95... You know what? The C64 has an RPG maker from back in the 80s and that could have worked too.
