The critical moment in this scene is when he first comes around the table. She takes a brief step back, and he immediately notices and halts, as if he comes to the realization in that second that he is scaring her. Brilliantly done
Ikr, I noticed this right away, too. It shows very subtly how much he is in control of the situation especially when he deliberately chooses to walk towards her after that realization and pause. She clearly tries not to show her fear of him outright and to maintain her composure, still, you can see how utterly terrified she is through that little instinctual step back and her need to uphold distance between them. Yeah I get ya but that's also a one dimensional viewpoint. She freely entered the place. Hannibal knew this, and yes whilst you're absolutely right (and the director did a good job) about the footstep's converying fear, this was more like a game between the two. Her step's back converyed fear, but both these folk's are logically minded (potentially in the extreme). They are both playing out the aspect of fear. They both understand the potential of the situation, ie: she is vulnerable and Hannibal could end her if he wanted to. This is why Hannibal walked forward's towards her, unnecessarily. One can say it was almost comical. They were both simply playing out the scene, they're both very logically minded. Perhaps this was a test to check each other. Beyond the reactions we may see on screen, I think they both 'checked' each other and sought to understand the other. By the end of this scene I think they both had a new appreciation of where each of them were coming from.
@Sarah York she was already fucked up. She knew who Hannibal was and yet severed and served his own leg to him. My sadness is that Hannibal never received the fate he deserved: to be killed in the most painful way possible.

This scene here was a risky chess move. She knew he wouldn't attack her here because he would be suspicious if she has let anyone know where is she going, she knows how careful he is in these situations to be never get caught. He is obviously not happy about her decision because it hampers his plot for Will, he keeps on approaching her because he is daring her to say out loud what she has on mind, she did well not to and act submissive but firm on her decision. Knowing she would not budge, he throws out his plan to her of resuming Will's therapy as a way to get her attention, since he knows she will be interested to know as he is doing to the same to Will as he did earlier to her. Also, he gives her a little assurance that she can trust him as he always helps his friends whenever they ask, as he's doing for Will. He lets her know that despite all this, he considers her his friend which frustrates Bedelia and she retorts with that last remark.
She is also letting him know that she is not trying to turn the FBI onto him - giving him one less reason for feeling the need to tie her up as a loose end.
The reason why I think Hannibal values Dr Bedelia's input is because she is the only one capable of seeing past the mask(person suit) he puts on. It is my estimation that he uses her to test and refine that mask and close off any openings in it.
I didn’t know whether to be turned on or terrified when Hannibal started walking. He’s got that look of hunger that you can’t exactly tell if he wants to kiss you kill you.
