After playing SA for years. This made me realize and think why CJ didn't just straight kill them in this mission.
Because:
-He really wanted to save Sweet at that moment because he knew he was in danger,
-Probably Smoke, Tenpeny and everyone else had much better guns than CJ at that moment so It would be dangerous
-Killing Tenpeny and Pulaski in middle of the city would give extra problem with cops
So you didnt left SA there are gta 4 and gta 5 i bet didnt know that ehh

Because its mod and it didn't happen that CJ would be able to end this shit early in the game and you wouldn't learn more things about the game so you wouldn't be ready to play the game by yourself

There actually is a mission where you can kill Tenpenny early-ish, (I forget which off the top of my head) if you're quick, but the game doesn't do anything more than if you shot a regular cop, plus you just bump into Tenpenny as normal thru missions after that anyhow

Man this mission is called Green Sabre and it comes late after the completion of 'Wrong side of the tracks' (the mission in which Smoke tells CJ to follow the damn train). CJ has already followed the damn train and this is the mission that comes after it. So don't think that CJ has not followed the damn train😂
