You can kill Cesar at the end of the street racing mission with him at the beginning of the game. Once you reach the finish the game will tell you your position and your time but the other racers will arrive at the finish after you which means you can find Cesar and kill him. It does take a long time though.

Try damaging his car,once you damage his car he will come out of the car and beat you .Now you will have chance to kill him but he does not die easily. These characters are actually important because 1) Cesar helps CJ finding out that Smoke actually betrays him, and he also helps CJ to protect his sister, Kendl 2) Woozie helps CJ to get back to Los Santos and the game, and without Woozie the game would be endless 3) Imo Toreno is one of the most important character in the whole game. Without him Sweet wouldn't be free, and CJ wouldn't have the power to take Smoke and Tenpenny down, and GTA SA wouldn't have an ending (means that it will be also endless)

In my opinion The Cesar one was the best because it actually had something leading up to it. The Woozie one was okay I guess but it should’ve had more of a back story. The Toreno and Rosenberg ones were completely stupid. All the locations were accurate to each character though
I did kill Caesar once it was after losing the lowrider race but he essentially glitched out of his car and I started a fight. He died then I went back to his house and redid the mission.
