Where there is an injured Luffy... you risk bringing about the wrath of his crew, especially his left- and right-hand men, Roronoa Zoro and Black-Leg Sanji... and they are as monstrous as he is without the Devil Fruit weakness. Instead, I would actually encourage a more diplomatic approach... Luffy has a more laid-back personality than one would think, is only looking out for adventure and new experiences, and rarely does anything worse than dine-and-dashes or random mischief as far as criminals go. Unlike most of the villains that you may have encountered in Gotham, Luffy has surrounded himself with people that he not only cares about... but respects enough that he is willing to receive reprimand, suggestions, and feedback from (especially Nami, Zoro, Sanji, Jinbei, and Nefetari Vivi). Making an ally of one of these people (if Luffy hasn't allied with you directly) will be of great benefit since Luffy is easier to reason with as a friend rather than an enemy. As a final thing of note, most of Luffy's major confrontations stemmed from either someone crossing a person (or people) close to his heart or him falling into the paths of a dangerous individual that happens to be in the area. In other words, you might want to check and see if there have been any upgrades or additions to your rogues gallery if Luffy and his pirates are suddenly in Gotham.

There was actually a fanfic where Luffy ended up in the DCAU and recruited a few villains, including some of Batman's Rogue's Gallery (Clayface, Grundy, and Poison Ivy, with Harley being brought in under their protection after Sanji kicked Joker's face into a permanent frown for not just trying to feed kids poisoned apples but for attempting to abuse Harley). Notably, however, they actually started becoming better people, if still crooks.
You gotta remember, this is a 'contingency' plan. There are no Diplomacy options in contingency plans. The contingency plans are for when the character goes rogue and turns from good guy to bad guy. This being said, it's alot easier to bring down Luffy than one might expect. He does let his guard down when he is given a feast, and it's at this time that he can be captured using the sea-stone material formed into cages or cuffs or whatever else. With Luffy taken care of, as well as possibly any other devils-fruit user in his party, it'd only be a matter of taking care of the others in his crew, and I'm pretty sure Batman can beat the rest of them pretty easy. Batman has overlooked one huge weakness that Luffy has, one that beats even his weakness to seawater. And that is Luffy's susceptibility to hypnosis. I could be wrong, but as far as I'm aware, Luffy never overcame that particular weakness of his. That should be something Batman should be able to incorporate into his Contingency Plan. Also, it's a shame Batman can't use Haki. Considering his own strong will and spiritual training, he should be compatible with Conquerors Haki.(it's hard to analyze that type of Haki, and even harder to teach someone how to unlock it. That's why usually the only people who are able to use it are the ones who are able to unlock it first before Observation Haki and Armament Haki)
Luffy is probably one of the easiest ones to contain. Just give him meat, be friendly with him, and be friends with him and he'll be your buddy and risk his life for you in most cases. And thats all you really need. He is guided towards freedom for himself and everyone around him, if he doesn't do this, he can't access gear 5th. If you need to actually contain him, Luffy is super easy to contain. A ham on a string under a box made of sea prism stone is all you need. He can't handle deception well. He can read your emotions to sense deception through lies, but batman's dealt with that before and luffys isn't as refined.
It’s good to note that he has fought enemies with both the power to freeze the Ocean and melt an island and survived lethal attacks from both He has the power of rubber but he has very few of its weaknesses.
I hate to be that guy but Poisoning Luffy in food form and gas form never worked, the will immediately realize it's hologram, he was able to distinguish decoys from the real person since Baroque Works against MR.3 so if you add Observation and Future Sight, he'll spot it right away. I guess see Water Control and Aquaman's trident could do the trick but it's better if Batman got SeaStone Cuffs. But the moment he gets to gear5, the only option is to use the same tactics as for plastic man "Let's pray he never turns evil" But the easiest options is to make him a banquet and ask him to liberate Gotham from evil.

(RWBY) In case you need a rundown of what he can do: He's cursed with reincarnation, whenever he dies, his soul will transfer to a like-minded individual and said individual's soul will slowly be replaced by Ozpin's. He can do magic, from barriers, blessing people with magic, to letting off a nuclear-sized magic discharge, although from prolonged usage over time, he claims that it is dwindling. Luffy's poison resistance might protect him from the laxatives (which would be ironic as Magellan's Devil Fruit which granted Luffy said resistance makes the user capable of consuming poison without dying & adds a unique flavor, though at the cost of causing the user to get the runs as a side effect)! Still I imagine the sedatives will work (though Luffy would probably just keep eating in his sleep)! I'm surprised, Batman didn't think to use hypnosis as Jango proved Luffy is vulnerable to it!

Poison immunity plus awakening. He might be fully immune to poison when knowing he could literally squeeze it out of his body like one of big moms main crew captians. By how strong he's gotten I believe he'll be immune to anything that can put him to sleep. Also he can use his abilities in ocean water and has super strength even with sea prisim cuffs on. Lastly if luffy uses gear 4 batman will die really quick as he moves too fast for any normal human.

And thats all you really need. He is guided towards freedom for himself and everyone around him, if he doesn't do this, he can't access gear 5th.
If you need to actually contain him, Luffy is super easy to contain. A ham on a string under a box made of sea prism stone is all you need. He can't handle deception well. He can read your emotions to sense deception through lies, but batman's dealt with that before and luffys isn't as refined.

I hate to be that guy but Poisoning Luffy in food form and gas form never worked, the will immediately realize it's hologram, he was able to distinguish decoys from the real person since Baroque Works against MR.3 so if you add Observation and Future Sight, he'll spot it right away. I guess see Water Control and Aquaman's trident could do the trick but it's better if Batman got SeaStone Cuffs. Remember, this is only a contingency plan if Luffy were to ever be a threat to Gotham. In the event, Luffy becomes physically violent, subjected to mind control, or just turns evil. The holograms might not work as Luffy's Haki allows him to sense the aura of others, which a hologram would lack! Also Batman is likely too strong willed to be effected by Luffy's Conquer's Haki given his mental fortitude from years of training his body & mind, so I doubt he'd need to worry about it if Luffy does get into range! Luffy's poison resistance might protect him from the laxatives (which would be ironic as Magellan's Devil Fruit which granted Luffy said resistance makes the user capable of consuming poison without dying & adds a unique flavor, though at the cost of causing the user to get the runs as a side effect)! Still I imagine the sedatives will work (though Luffy would probably just keep eating in his sleep)!

Poison immunity plus awakening. He might be fully immune to poison when knowing he could literally squeeze it out of his body like one of big moms main crew captians. By how strong he's gotten I believe he'll be immune to anything that can put him to sleep. Also he can use his abilities in ocean water and has super strength even with sea prisim cuffs on. Lastly if luffy uses gear 4 batman will die really quick as he moves too fast for any normal human.
