They might have settled in exchange for testifying against Combs. Or, depending on how long ago it was, could be that the statute of limitations expired or they don't have enough evidence to charge them criminally.

Why are they charging Combs if the statute of limitations has expired? The videos and evidence against him are similar to those involving the other individuals. There are numerous victims willing to testify, and there is plenty of evidence against him. They need to pursue the other individuals with the same intensity as they are pursuing Combs.
