These units are GE BB40-9W aren't they? Meaning they're 8 axles B-B+B-B truck placements meant for the narrow gauge or tracks with lower carrying capacity per axle... Dash 9s are rather old technology it's interesting whether these are newly made in Erie,PA or some old refurbished ones exported to country with less strict environmental laws??

Found some interesting information about these locos: They are eight axle narrow gauge locos (similar to the locos VALE uses in Brazil). The bogies may have been sent another route, because the flatcars with the loco bodies did exceed height restrictions (not quite sure about this teh page i found this was in Spanish) ;) Ths locos get partially armoured, especially the cabs.
Courage Cougar That explains why they went through the trouble of putting the locomotives on flat cars instead of towing them on their own wheels. Mozambique uses a narrower 3-foot 6-inch rail gauge, and I believe they also have some 2’-6” gauge rails too.
