He did like her. Since the beginning of the anime he had to kill her to preserve the shinsengumi secret of the ratsetsu. He didn't know she was Koudo's daughter yet he didn't kill her. Further, some shinsengumi and Hijikata had a fight with Kazame and I don't remember if it was Harada or Okita who said "you made us fight harder in order to protect you" and she said "thank you Okita, Heisuke, Harada... (And I don't remember who else)" but she didn't mention Hijikata and he went away, so Harada or Okita (I don't remember lol) said something around "Hey, Hijikata-san did a good job too, Chizuru" and in the same fight he did protected Shizuru by holding her in his arms. No shinsengumi had done that, Hijikata was the only one who had held her against his chest, but as the traditional japanese man he is just too serious, it kinda reminds me of Sasuke in Boruto.
