Would love to see you cage set up! Need ideas on perches and spacing, also do diamond doves like to be pet, I love the noises they make but my children would enjoy having a bird that wants to perch on there finger and they can pet its head.
I don't have this diamond dove anymore nor it's cage setup. I love their cooing too. It's soothing. To get them to perch on fingers and be able to pet or caress it's head and neck, you'll need to raise one from when it first left the nest as a fledgling and raise it from there. It's easier to bond.

How are you certain / how can you tell the sex? I rescued one from the wild in a non-native area and am not sure of sex .. looks identical but I’ve heard color/eye ring indications would indicate female
Males have thick eye ceres while females have much thinner ones. But thats not always accurate though. Males bow coos while females don't in Diamond Doves. Watch it's behavior. You can play UA-cam videos of their coos and see if your's will respond to it. Male have more of a louder, deeper and a stronger coo VS a female where her's will be softer and not as loud. Otherwise, I'd say DNA gender test is best for sexing a dove.
Males are known to have huge and thick eye rings. But females can too, so it's not always accurate. If one bow coos to other diamond doves or their reflection in the mirror, it's definitely a male, can't go wrong on that. So you'll have to observe it's behavior.
It can be tricky, I thought mine was female because he has small, light coloured eye rings, but I found out recently he's a male because he bow coos and flairs his tail feathers in the mirror at himself.

If it's more brownish than silvery on the back it's a male, also they look nicer and have nicer spots on them, the girls are lighter..

Can these doves be kept alongside with budgies?
You shouldn't keep doves with hook bill birds. Even small partots can kill a soft bill bird like a dove.
In a huge aviary, yes you can, as I've seen many breeders do this. But not when they can't fly across a room. They'll get hurt from hook bill birds.
