The round plate with three holes next to the hatch is the mounting for the Ground Zero Indicator (GZI) which was basically a series of four pinhole cameras with three photographic sheets which showed the bearing for a nuclear burst.

One of the bunkers I visited a couple of months ago was in great condition it still had polystyrene tiles on the roof. That could be whats floating in the water.great find on your doorstep.

It part of the uk and have quite a few important targets from RAF, Navy and Army bases plus the oil and gas industry

No this is an ROC Nuclear Observation Bunker, not built for survival of the bunker occupants but for the measurement of the blasts.
@@BKR But presumably somebody would need to be in the bunker for some time to monitor the instruments and avoid fallout..?
They are all over the UK, they were nuclear sensing posts that could test for radiation spread in the event of a nuclear war.
