A thin amount of clay may help it to bind up and won't be as dusty in hot weather.

hard to give an exact cost. we are in Washington so everything is a little more expensive. the footing 3/8 crush, fine crush and sand was all around $600 per 10 yard truck. I used 5 x 3/8 crush, 2 x fine crush and 2 x sand. so $5400 for footing. The roll of heave weed mate was $1600 and the ag pipe for the drainage $100. The fence and retaining wall was around $3000 but that was before covid.... so total around $10,100. This is super expensive but we get lots of rain and the footing never floods.
