Think of that ending not as Joker's death, but Mark Hamil's official retirement to the character. Professionally, he seems to be done with the Joker, leaving behind an incredible legacy that rivals even that of Luke Skywalker.Sure, the Joker may yet again live (even though he looked pretty damn dead), but there will be someone new to pick up the mantle. A different shade of Joker.

You're thinking of Jason Todd (2nd Robin). Tim Drake (3rd) was still alive. The developers/writers revealed Joker is really dead in a comic that takes place after Arkham City. There was no legroom and Mark Hamill not voicing the Joker anymore was the final nail in the coffin. I would argue Joker is not the best person for planning ahead because of his personality. He only plans ahead if it makes everything funnier & more exciting & it often doesn't. He is a good strategist, not a good planner.
